Held by video. Lynne Partridge, chair, called the meeting to order.

Present. Craig Costantino, Bill Custead, Andrew Davis, Keith Miller, Lisa Smith, Lynne Partridge, Patty Pino, Janie Stopford, and Becky West. John Rego was not present. No residents attended.

Minutes

Lisa Smith, secretary. The minutes of the annual meeting held on February 14, 2026 were approved by text on February 26, 2026 and have been posted on the website.

Announcements

  • Condolences to longtime resident Ruth Waters and her family on the death of her husband, Joe.
  • Two new families will be moving into homes on Marina Drive this spring. One new family is moving into Everett’s home.
  • Over Easter weekend an apparent lightning strike may have damaged the pump of septic tank B on Marina Drive. The part had to be ordered, and the repair took a week. Bill Custead organized neighbors to pump the system by hand seven times a day so it would keep running and a sewage backup could be avoided. Thanks to Bill and Robin Custead, Carol and Kelly Stang, Craig Costantino, Janie Stopford, Andrew Davis, and Matt Taylor. The system was repaired as of Friday, April 10.

Treasurer’s report

Patty Pino reported that 14 residences have not paid dues or contacted her to set up a payment plan. A second notice will be mailed, and a late fee will be applied.

Water

The well has had no issues to report since the new company took over nine months ago. There was no county water report.

Pool and warehouse

Craig Costantino reported.

  • The French drain pump was blown out, and the wire was completely fried. Craig purchased a replacement grinder pump for $300 and paid for it out of pocket. An electrician is scheduled to check whether power is reaching the control unit and whether that unit should be on its own circuit.
  • Water was turned on to the poolhouse last week. Since then, no water has come into the warehouse or along the front exterior. The leak may be tied to the pool equipment rather than the poolhouse water line. More will be known once the pool pumps and equipment are fully turned on. If needed, a section of the wall may be opened to find the broken pipe before a repair is chosen.
  • The pool cement looks good overall. The board will decide whether power washing is needed this season. Chris did an excellent job with it last year. The pool entrance needs updated signs, and the emergency phone needs a better-looking box or enclosure. Each umbrella is insured for an additional $5 when it is purchased. As one breaks, a new one arrives, so they are different ages.
  • The table is scheduled to be painted in May.
  • The pool backwash needs repair. John Rego will work with Deppe. Craig and Bill will work to resolve the issue.

Decision: power wash at the beginning of every season, and start clean.

Lawn care

  • The contract with Shore Cut has been renewed. A few extra eyes on the first cut of the season will help make sure the crew stays on target.
  • Large tree limbs along the side of Marina Drive were cut up and moved to the burn pile. The cost was $150, paid out of pocket, and will be reimbursed from the landscaping fund.
  • Bids are being gathered for mulching, weeding, and spraying in some common areas. Craig will speak with Janie before moving forward, so the board understands what Jeff has planned. Jeff did an excellent job last season maintaining several areas and improving plantings. Those grasses and plantings should show a difference now that they have taken root, especially along Marina Drive near the tree line.
  • Trees need trimming along the edge of the state-road property beside Marina Drive so they do not damage vehicles. Volunteers are being gathered. Jeff will be contacted before any cutting, so the work does not go onto leased property.

Wetlands

  • Craig completed the first round of spring phragmites removal behind the six townhome units on his side and beyond, and a full leaf and debris cleanup behind those units. Branches and debris were moved to the burn pile so the landscaping company can work without extra charges. Other volunteers have started cleanup behind the upper townhomes.
  • The board asked whether a volunteer day should be scheduled. A date will be set by the second week of June.
  • The association will purchase a community weed trimmer.

Web and communications

  • Craig checked the power and internet at the warehouse. The electric appears to be on, and Lynne’s internet connection at her house is working. The same problem remains: Lynne’s unit is not sending a connection to the control unit in the warehouse. The recently purchased equipment does not appear to be the cause, although that is still being checked. A lightning strike may have disrupted several systems.
  • The board will look into upgraded solar cameras. Those cameras will need internet at the pool area.

Architectural review

  • On April 1, 2026 the board voted to approve an ADA temporary wheelchair ramp on a home on St. Martin’s Parkway.
  • Parking Lot A still needs stenciling. The paint and stencils were purchased last season. Volunteers still need to be organized, and two areas still need to be paved.
  • Repair requests will be resent for townhouses 47 to 50.
  • The townhouse parking lots need repair.
  • The letter will be resent to townhome units that need safety repairs, power washing of mold, and exterior maintenance.

Kayak and paddleboard storage

The board asked whether this project can move forward.

Boat dock and yard

  • The pilings have been tapped down. No additional bill has been received for the extra pilings. About eight pilings were about 20 feet up, and some were close to coming out. Bayshore Construction finished the work before boats were back in the slips. All boat slips are rented except the jet ski spaces.
  • A few seasonal items still need attention, including more grip tape for the ramp, possible replacement hoses, and repairs to the water lines. Bill or Craig will handle the dock water once more boats are in the water and freezing temperatures are no longer a concern.
  • There are 15 boats, trailers, and a houseboat in the yard. The board asked whether the boat yard should be improved.

Septic field and pumps

The townhouse B septic pump was likely struck by lightning. Thanks to everyone who kept the system going during the week it took to complete the repair.

Driveway and dumpsters

  • New No Parking signs were purchased for the drain field, along with two 6-foot 4×4 posts. They still need to be installed.
  • The pool and dumpster road still needs gravel to fill potholes and smooth the rough areas. The budget will be checked so the work can be done as soon as possible. Bill will coordinate the job. Fence installation will begin at the dumpster area.

Burn pile

Janie asked whether the association should plan two burns this year. Each burn costs $400 to $500. The pile is getting large, so an earlier burn, around the Fourth of July, was suggested. Janie will apply for the permit.

New business

  • Spray weeds in the tennis court area so it stays usable.
  • Flowers, or something more useful, for the Bakers and for Ruth Waters. Robin will handle it.
  • Drivers on Marina Drive were asked to be respectful of neighbors and of safety.
  • Add links on the website that answer the questions buyers’ realtors often ask.
  • Sand needs to be removed from the boat put-in where the cement is. Craig will contact Joy Birch at the county first.
