A three-year term. Mark no more than seven. Write the name of the person submitting the ballot, and the lot number or address.

Three ways

  1. 1Mail St. Martin’s By the Bay Homeowners’ Association, P.O. Box 1404, Berlin, MD 21811. The letter says it must reach the post office by Friday, January 11, 2022.
  2. 2Mailbox Barry Keefer’s office door at 11225 St. Martin’s Parkway, no later than noon on January 12, 2022.
  3. 3The meeting Bring it to the library at 1:00 p.m. The letter names both January 12 and February 12.

Proposed bylaw changes

1. Who may sit on the board

A director, whether elected or appointed, must own or co-own a lot and owe nothing to the association. A director who stops being a member stops being a director.

2. Parking on the road

No boat or boat trailer on a roadway, or within 15 feet of the edge, except while loading or unloading: 72 hours at a time, and 7 days total in a year.

3. The boatyard

  • Register every boat and trailer. The association puts the current-year decal on the trailer tongue, or on the boat if there is no trailer. It renews each year unless the owner removes it and says it will not come back.
  • One vessel, or one trailer with a vessel, per lot. The fee is $50, due April 1 or when it is first placed. A second boat needs board approval first, and only if every other owner who wants a space already has one.
  • The board decides how the yard is used and where boats sit. An unregistered boat, or one with an unpaid fee, can be removed under Maryland law. The lot owner then owes $250 plus the cost of removal.
  • A lot cannot get a resale certificate until the boat, trailer, or vehicle is out of the yard, at the owner’s expense.

26 years in St. Martins and already on the board. Dock master, the community website, email, help for the architectural committee, landscaping, signs, and pool setup.

Bill Custead

11350 Marina Drive

Retired December 31, 2021, after 47 years in utility construction, 32 of them as executive vice president of Anchor Construction. He managed contracts, scopes, subcontractors, schedules, bids, and operations, and offered that for the board and for public water.

Andrew Davis

8 Riverview Drive

New to St. Martins with his wife and two daughters. He managed construction of new-home communities in Maryland, then became U.S. construction manager for an international firm.

Barry Keefer

11225 St. Martins Parkway

Treasurer for the six years before this election. He described a payment program meant to get every homeowner current.

Keith Miller

11750 Riverview Drive

Purchasing director for five restaurants for 12 years, then sales management at Wagner Food Service. On the architectural review committee. Sunday school teacher and girls lacrosse coach.

Lynne Partridge

20 Riverview Drive

Degrees from the University of Pennsylvania. Forty-one years in public schools, retiring as an elementary assistant principal. More than 30 years near Ocean Pines and 6 in St. Martins. Finishing a first term as secretary and chair of architectural review.

Jack Shook

16 Riverview Drive

Here since 1986 with his wife Chris. Three terms as president. Working with the county and state on public water, the in-house water system, the pool pump and resurfacing, and the maintenance building.

Janie Stopford

11343 Marina Drive

Nurse practitioner, former head of graduate nursing at Widener University, Ph.D. in exercise physiology. A lot since 1988 and a house since 1992. Finishing a second term: secretary, then pool, boatyard, burn pile, water and sewer, architectural review, and the beach.

What the letter said

The board met that Saturday to review the budget. The annual meeting was planned for the Ocean Pines Library. The letter gives January 12 at 1:00 p.m. and also February 12, 2022, and says the pandemic could change the plan.

Architectural committee

  • Section 7.01. Each owner keeps the lot and its buildings in good repair, including lawns, trees, shrubbery, and paint.
  • Section 8.02. Nothing is built, placed, or changed on the outside, and no new use starts, until the board approves the plans in writing.

Plans have to reach the board before construction. Letters to individual townhouse owners were to follow, with repair recommendations.
